Georgia Wray Norsten — April 17, 2025El Paso Water sets a national precedent in sustainable water management through its advanced purification project -- transforming wastewater directly into safe drinking water. Known as the Pure Water Project, this initiative will deliver 10 million gallons of clean water daily by 2028, addressing the city's arid climate and shrinking supply. This move marks the first U.S. facility to implement a direct 'pipe-to-pipe' reuse system, bypassing reservoirs for immediate distribution.
With only nine inches of annual rainfall and dwindling groundwater reserves, El Paso has long championed innovation in conservation. Over decades, the city has pioneered desalination, wastewater reuse for irrigation, and aquifer recharge. Its new direct potable reuse system builds on that legacy, using membrane filtration, UV disinfection, and mineral balancing to ensure water safety and taste. The project has been backed by federal support and extensive public education to secure local trust.
