River City Refillery is Expanding its Refillable Cleaning Supplies

River City Refillery is set to open a storefront in Freiheit Village, bringing a refill-based retail model for non-toxic home and personal care products to the Kenilworth community. Founded by Kelley Pacillas, the refillery will stock biodegradable shampoo, conditioner, hand soap, surface cleaners, lotions, tea extracts and natural oils—all available in bulk. Customers are encouraged to bring their own glass jars or reusable containers to refill on-site, enabling waste reduction and lower packaging costs while expanding local access to ingredient-conscious living.

Each product carries a full ingredient list and is rated on a proprietary 1–10 safety scale, with higher scores indicating lower health and environmental risks. Formulations are free of sulfates, parabens, artificial fragrances and PFAS, and the refill model diverts single-use plastics from landfills. By situating the refillery within Freiheit Village, the initiative aligns convenience with circular-economy principles, supporting sustainable consumption patterns and fostering greater transparency in household product sourcing.
