EIB Partnered with UNDP to Bolster Energy in Ukraine
Colin Smith — July 11, 2025The European Investment Bank (EIB) and the United Nations Development Programme (UNDP), together with Germany’s Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), announced a strategic partnership on 10 July 2025 in Rome to bolster Ukraine’s energy-sector resilience and accelerate its transition to renewable energy. Unveiled during the Ukraine Recovery Conference, the collaboration aligns with Ukraine’s national priorities and EU-accession aspirations, and introduces the Renewable Energy Solutions (RES) Programme to retrofit public infrastructure—including schools, hospitals, and administration buildings—with decentralized clean-energy technologies.
Under the RES Programme, a EUR 20 million grant from Germany’s International Climate Initiative (IKI) Fund will be deployed alongside EIB municipal Framework Loans to finance solar photovoltaic systems, biomass heating, geothermal and air-to-water heat pumps, battery storage, and other renewables across Ukrainian municipalities. The EIB will provide concessional financing and draw on UNDP’s and GIZ’s technical assistance and procurement expertise to ensure transparent project preparation, capacity building for local authorities, and robust oversight. These efforts aim to enhance operational continuity during power disruptions, strengthen energy independence at the community level, and contribute to Ukraine’s long-term green recovery.
