Ontario's Construction Plan Aims to Leverage Quality Wood
Colin Smith — October 27, 2025The Government of Ontario released the Advanced Wood Construction Action Plan to increase the manufacturing and use of made-in-Ontario wood building products, support the forestry sector, and accelerate housing delivery through prefabricated and modular wood-based construction methods such as mass timber and cross-laminated timber. The plan identifies four objectives: create awareness and encourage adoption of advanced wood construction, remove regulatory and standards barriers, stimulate innovation and investment in advanced manufacturing, and demonstrate exemplary projects to build confidence in wood-based building products.
The province committed over $13 million to support scaling production, research, training, and demonstration projects, including funding for Element5’s cross-laminated timber manufacturing, educational and research initiatives led by organizations such as the Canadian Wood Council and FPInnovations, and mass timber projects at George Brown College and the University of Toronto. The action plan complements broader provincial measures to amend building codes, develop technical resources, and engage stakeholders to support increased wood use, with the government positioning advanced wood construction as a tool to boost domestic forestry jobs, attract investment, and reduce construction timelines and costs for multi-family and commercial buildings.
