BC Hydro Announced a New Clean Power Action Plan for 2025 and Beyond

In May 2025, BC Hydro and the Government of British Columbia released the Clean Power Action Plan to advance energy security, resilience, and clean-power expansion across the province. Central to this plan is the 2025 Call for Power, under which BC Hydro has issued a request for proposals to procure up to 5,000 gigawatt-hours of clean or renewable electricity annually. The call targets large-scale projects developed in partnership with First Nations and independent power producers, with the potential to supply enough energy to power 500,000 homes in British Columbia. By deepening collaboration with Indigenous communities and leveraging private-sector expertise, the initiative aims to support British Columbia’s expanding economy while meeting its climate-action objectives.

The 2025 Call for Power builds on BC Hydro’s first call in 15 years, completed in 2024, which yielded ten new renewable-energy projects featuring First Nations equity stakes of 49 to 51 percent. Those projects are expected to attract up to CAD 6 billion in private investment—of which CAD 3 billion will be under First Nations ownership—and generate approximately 2,000 construction-phase jobs annually. Power from these 2024 projects is forecast to cost around 40 percent less than under BC Hydro’s 2010 clean-power process (inflation-adjusted). For the 2025 call, eligible proposals must deliver a minimum capacity of 40 megawatts, include at least 25 percent First Nations equity ownership, and be operational by October 1, 2033. BC Hydro intends to award electricity purchase agreements in early 2026, marking the next phase of its renewable-energy expansion strategy under the Clean Power Action Plan.
