West Hollywood's 'GoWeHo TMO' Program is Innovative
Colin Smith — August 8, 2025The GoWeHo Transportation Management Organization (TMO) program is a city‐led initiative designed to reduce reliance on single‐occupancy vehicles by making sustainable travel options more accessible for West Hollywood’s residents, employees, and visitors. The program assists developers and employers in complying with the city’s Transportation Demand Management (TDM) Ordinance—which mandates strategies such as travel‐demand plans, marketing campaigns, and annual reporting to lower average vehicle ridership and vehicle miles traveled—and provides the public with information and resources to choose walking, cycling, public transit, carpooling, or vanpooling for daily trips.
Managed by West Hollywood staff and transportation consultants, GoWeHo TMO offers a centralized support system that connects stakeholders with available mobility services and ensures alignment with both the city’s General Plan goals and California’s Congestion Management Program. In addition to one‐on‐one consultations, the program will host outreach events—such as a virtual open house for developers on June 4, 2025, and participation in Bike to Work Week activities—to demonstrate TDM strategies in practice, share compliance guidance, and gather community feedback on enhancing local transportation options.
