The UNECE Announced a Transportation Plan for Azerbaijan
Colin Smith — August 15, 2025The Sustainable Transport Action Plan for Azerbaijan, published by the United Nations Economic Commission for Europe in August 2025, outlines a roadmap to enhance urban mobility across Baku during 2024–2025. It aims to support the development of sustainable cities by mitigating transport-related climate impacts, improving public health outcomes, and reducing social inequalities. The document aligns with multiple Sustainable Development Goals—particularly Goal 11 on sustainable cities, Goal 13 on climate action, Goal 3 on health, and Goal 10 on reduced inequalities—by embedding measurable targets and prioritizing a lifecycle approach to urban transportation planning.
The Action Plan addresses five key areas of intervention: public transport, private cars and taxis, non-motorized mobility (walking and cycling), urban infrastructure, and governance. Recommended measures include expanding dedicated bus and tram corridors, modernizing paratransit fleets, developing continuous bicycle networks and pedestrian zones, upgrading curbside management and traffic signaling systems, and strengthening institutional frameworks through capacity-building and data-driven decision-making. Each strategic initiative is accompanied by actionable steps—such as pilot deployments of demand-responsive transport, implementation of low-emission zones, standardized mobility-as-a-service platforms, and enhanced regulatory oversight—to ensure cohesive, sustainable, and inclusive urban mobility outcomes in Baku.
