ADB Launched Its Critical Minerals Supply Chain Financing Facility
Adam Harrie — May 8, 2026The Asian Development Bank launched the Critical Minerals-to-Manufacturing Financing Partnership Facility, a two-part funding structure designed to help Asia-Pacific nations build critical minerals supply chains rather than only extract raw materials. The grant window opens with $20 million from Japan, while Korea Eximbank and K-SURE each committed $500 million through the catalytic finance window.
The facility targets processing, manufacturing and recycling alongside mining, giving developing countries access to higher-value industries created by the clean energy transition. ADB is already supporting battery manufacturing in India, geological mapping in Mongolia and mineral strategies in Kazakhstan and the Philippines.
ADB shows how multilateral funding can help resource-rich countries develop domestic industries instead of exporting raw materials and importing finished goods.
