Singapore and the World Bank Launched Its Carbon Markets Program
Adam Harrie — May 22, 2026Singapore and the World Bank Group launched the Singapore Carbon Markets Programme, a three-part initiative that helps developing countries build the technical capacity and digital infrastructure needed to participate in high-integrity carbon markets. The high-integrity carbon markets developing countries program delivers interoperable registry toolkits, digital monitoring and verification tools for new credit types, including regenerative agriculture, and pilots that aggregate credit supply and demand to reduce transaction costs.
A third component supports the development of national carbon market strategies and cross-country learning for underserved markets.
As carbon markets scale, Singapore and the World Bank show how pairing technical infrastructure support with demand aggregation and policy capacity building can give developing countries a stronger path to benefit from climate finance rather than simply supplying credits to wealthier buyers.
