The Government of Montenegro’s Ministry of Capital Investments signed a memorandum of understanding with EDF International Networks to cooperate on electricity distribution modernisation and the integration of green energy solutions, framing the agreement as a strategic step to strengthen the country’s power grid resilience and accommodate higher shares of renewable generation. The MoU outlines collaborative activities including grid planning and technical studies, pilot projects for advanced distribution management systems, and assessments of infrastructure upgrades required to support distributed renewables and improved service reliability.

The agreement emphasises capacity building and knowledge transfer, with provisions for technical assistance, training for local utility personnel, and joint development of project proposals that could attract financing for network investments. Both parties signalled intent to explore digitalisation, asset optimisation, and operational practices that reduce losses and enable more flexible demand‑response capabilities, positioning the collaboration as a preparatory phase for potential future investments or implementation projects in Montenegro’s electricity distribution sector.
