Modernized Container Return Networks
Modernized container return networks are expanding across Quebec as Consignaction scales its deposit-refund infrastructure. More than 300 modernized return sites have opened across the province in two years, including Consignaction, Consignaction+, and dedicated collection zones. The system achieved an 81% recovery rate during the first six months of 2026, despite incorporating more than 1.5 billion plastic containers into the program following its 2025 expansion.
The growing network makes container returns more accessible while providing infrastructure capable of processing larger material volumes. Consignaction is now preparing to incorporate eligible glass and multilayer cardboard containers, further expanding its recovery capabilities. For beverage producers, the system provides an organized way to meet extended producer responsibility requirements while supporting recycling and material recovery. Continued site expansion could also increase collection volumes, strengthen recycling contracts, and create a more efficient province-wide system for recovering beverage packaging.
