CAA Colorado Expands No-Cost Recycling Access

Producer-funded recycling programs are expanding across Colorado as the state implements its Extended Producer Responsibility program for packaging and paper products. Circular Action Alliance Colorado has established funding agreements with Cortez, Dolores and Oak Creek, with additional communities expected to participate. The model shifts recycling costs from local governments and taxpayers to the companies responsible for producing covered packaging and paper materials.

Producer funding also supports collectors, processing facilities, recycling education and improvements to sorting and recovery infrastructure. CAA Colorado is analyzing recycling materials statewide to refine instructions, reduce contamination and direct more recovered materials toward end markets. For producers, the program creates greater financial responsibility for packaging after use while encouraging consideration of recyclability. For recycling operators and municipalities, dedicated funding can support modernization and expanded collection. Colorado aims to increase its statewide recycling rate from 25% to 41% by 2030.
