Fusion Infrastructure Agreements

Oak Ridge National Laboratory and Rutherford Energy Ventures began developing 'FULCRA,' a fusion testbed consortium designed to combine federal capabilities with private investment to build shared testing infrastructure for critical fusion plant components. The framework addresses gaps identified in the DOE Fusion Science and Technology Roadmap by creating a new funding model for 'Fulcrum' test facilities at national laboratories.

The consortium will validate commercial fusion designs through specialized testbeds for subsystems including plasma-facing components, fuel-breeding blankets and reactor-compatible sensors and control systems. This infrastructure would be too costly for any single organization to develop alone. ORNL brings deep fusion science expertise and established facilities, while Rutherford Energy Ventures contributes technical fusion knowledge and experience developing capital ecosystems.

FULCRA shows how shared testing infrastructure can help translate decades of foundational fusion research into the validated, scalable systems required to move fusion power from laboratory development toward real-world deployment.
