Saskatchewan Signed an MoU With the Philippines for Clean Energy
Colin Smith — November 26, 2025The newly-signed MoU between the Government of Saskatchewan and the Republic of the Philippines formalizes intent between provincial and national authorities to pursue cooperative activities that support the deployment of low‑carbon technologies and the sharing of policy and regulatory experience. Key objectives include facilitating technical dialogue, identifying areas for joint research and pilot projects, and enabling capacity building and workforce development. The agreement is positioned as a platform for both jurisdictions to assess complementary strengths, such as Saskatchewan’s energy and resource expertise and the Philippines’ demand‑side needs, and to consider pathways for private‑sector engagement and investment facilitation that align with broader decarbonization goals.
Implementation under the MoU is expected to proceed through targeted workstreams and stakeholder engagement to translate high‑level commitments into actionable initiatives. Planned activities may include feasibility studies, technical exchanges, joint workshops, and the development of pilot projects in renewable generation, grid modernization, and energy efficiency, with an emphasis on knowledge transfer and regulatory coordination to support project bankability. The collaboration aims to generate mutual economic and environmental benefits by enabling technology transfer, improving energy security, and creating opportunities for trade and investment while respecting each jurisdiction’s policy priorities and market conditions.
