Sovereign Green Bond Offerings
Italy's Ministry of Economy and Finance completed a new oversubscribed 12-year green bond offering, raising €8 billion to finance projects across renewable energy, energy efficiency and clean transport. The offering drew an order book exceeding €110 billion, more than 13 times oversubscribed, with orders from over 330 investors across 35 countries and ESG investors accounting for roughly 80% of the placement.
The bond follows Italy's updated Green Bond Framework, released in late 2025, which outlines six eligible categories for proceeds, including renewable energy, climate resilience measures and environmental research. Funds from this offering will span all six categories, with energy efficiency interventions for buildings and transport projects receiving the largest share.
Italy's oversubscription signals how institutional investors are increasingly prioritizing verified environmental impact alongside returns, giving governments a stronger financing tool for large-scale climate infrastructure.
