Azerbaijan Signed a Host Country Agreement with Clean Energy Center

A Host Country Agreement was signed between the Government of the Republic of Azerbaijan and the Clean Energy Center of the Economic Cooperation Organization (ECO), establishing the Center’s legal status, privileges, and responsibilities in Azerbaijan.

The agreement was signed on behalf of Azerbaijan by Energy Minister Parviz Shahbazov and on behalf of the ECO Clean Energy Center by Aysel Yagubova, Executive Director, formalizing the Centre’s presence and operational framework in the country. The Host Country Agreement defines the Centre’s legal status, privileges, and responsibilities in accordance with its charter and sets out the regulatory and cooperative framework required for the Centre to perform its functions effectively within Azerbaijan.

The ECO Clean Energy Center (CECECO) is presented as a regional platform to promote and coordinate sustainable energy, energy transition, and energy‑efficiency initiatives across ECO member states, and the Host Country Agreement is intended to facilitate those activities by clarifying administrative, legal, and operational arrangements with the Azerbaijani authorities. Azerbaijani officials and the Centre have indicated that the arrangement is expected to create additional opportunities for green‑energy projects and regional cooperation, with the Centre operating under the privileges and responsibilities set out in the signed agreement.
