HandPhil Enertex and Lubang Electric Cooperative (Lubelco) signed a memorandum of agreement on 29 January 2026 to develop a solar photovoltaic and battery storage project on Lubang Island, Occidental Mindoro. The partnership targets a distributed renewable installation reported at approximately 1 MW with accompanying battery capacity, and was formalised in a ceremony attended by Department of Energy representatives and local government officials. The agreement frames the initiative as a collaborative effort to increase local generation capacity, improve supply reliability, and reduce dependence on diesel generation.

Planned activities under the partnership include site assessment, feasibility studies, permitting, and coordination of grid interconnection with Lubelco and national authorities. The project is positioned to provide daytime solar generation and dispatchable storage to support evening demand and system stability, while also aiming to lower operating costs for the cooperative and its members. Further advancement will depend on completion of technical studies, regulatory approvals, financing arrangements, and community engagement to finalise design and implementation timelines.
