Enbridge is developing the Cowboy Project near Cheyenne, Wyoming, a 365MW solar and 200MW/1,600MWh battery storage system supplying Meta’s data center operations under Cheyenne Light, Fuel and Power’s large-load tariff. The utility-scale solar battery data center project is a $1.2 billion investment targeted for completion by the end of 2027, with Tesla supplying and servicing the battery system under a long-term tolling agreement.

The project brings Enbridge’s Meta partnership to approximately 1.6GW of contracted capacity across North America, including Clear Fork Solar, Easter Wind and Cone Wind in Texas.

Enbridge and Meta show how pairing utility-scale solar with large-capacity battery storage under a dedicated large-load tariff can deliver reliable dispatchable clean power without burdening retail electricity customers.
