The Asian Infrastructure Investment Bank signed a $500 million climate loan with South Africa to strengthen climate-resilient urban services, following a year marked by flooding, water outages and mounting pressure on municipal budgets. South Africa's Treasury says the funding will support projects designed to harden city infrastructure and essential services against extreme weather impacts.

The loan provides municipalities with long-term, relatively low-cost capital at a time when local revenue and borrowing capacity remain constrained, potentially accelerating stormwater systems, water security upgrades and other resilience measures. A major multilateral lender's involvement can also establish procurement and environmental standards that help attract additional co-funders once anchor projects are underway.

As South African cities work to close a growing infrastructure resilience gap, execution will be the real test: which municipalities move first, how quickly projects are designed and tendered, and whether the loan becomes a springboard for further climate finance for the country's urban infrastructure.
