Blue Economy Investment Vehicles

Outrigger Impact, a UK-based blue-economy investment platform, reached the first close of its blended-finance fund, which is targeting $100 million to invest across small island developing states (SIDS). The first close marks an early step toward the full $100 million target.

The vehicle provides debt and equity to regenerative and sustainable ocean-economy projects in some of the world’s most climate-vulnerable coastal nations. Target sectors include sustainable aquaculture, ocean conservation, ecotourism and offshore renewable energy.

The fund’s focus on ocean-based industries in SIDS reflects growing investor interest in blended finance as a way to channel catalytic capital toward the missing middle in climate-vulnerable regions, where projects are often too small for large institutional investment yet too large for grant funding alone, a gap the fund aims to help close.
